Project summary:
The aim of this action is to improve innovation capabilities of the University of Rijeka Faculty of Medicine (MEDRI) through utilization of its potential for applied research towards biotechnology industry needs. As such, it is directly related to the main objective of the Call for Proposals of supporting innovation commercialization in public R&D sector aimed at connecting pre-commercial and commercial R&D activities in Croatia.

University of Rijeka Faculty of Medicine, Brace Branchetta 20, 51000 Rijeka, Croatia has published additional clarifications to the tender dossier:
Question 1:
In the Supply procurement notice for equipment, Article 15 Selection criteria states that the tenderer must have at least three staff currently working in fields (on positions) related to this contract. I would like to know whether two employees would be acceptable?
Answer 1:
Article 15 of the Supply procurement notice for equipment states the following:
„The tenderer must have at least three staff currently working in fields (on positions) related to this contract (e.g., engineers, sales representatives or product experts).“
However, further in text under the same article the following is stated:
“An economic operator may, where appropriate and for a particular contract, rely on the capacities of other entities, regardless of the legal nature of the links which it has with them. Some examples of when it may not be considered appropriate by the Contracting Authority (grant beneficiary) are when the tender relies in majority on the capacities of other entities or when they rely on key criteria. If the tender relies on other entities it must prove to the Contracting Authority (grant beneficiary) that it will have at its disposal the resources necessary for performance of the contract, for example by producing an undertaking on the part of those entities to place those resources at its disposal. Such entities, for instance the parent company of the economic operator, must respect the same rules of eligibility and notably that of nationality, as the economic operator. Furthermore, the data for this third entity for the relevant selection criterion should be included in the tender in a separate document. Proof of the capacity will also have to be furnished when requested by the Contracting Authority (grant beneficiary).”
Explanation consistent with the above can be found in the Tender form for a supply contract:

Technical specification for LOT 9: Media and media supplements: Is 9.4 Penicilin-Streptomycine (10,000 Units Penicillin/ml - 10 mg Streptomycin/ml) acceptable?
Answer 2:
9.4 Penicilin-Streptomycine (10,000 Units Penicillin/ml - 10 mg Streptomycin/ml) is acceptable.

Is 9.9 L-glutamine – 200mM dissolved in water acceptable?
Answer 3:
9.9 L-glutamine – 200mM dissolved in water is not acceptable.
9.9 L-glutamine – 200mM must be dissolved in NaCl Solution, as indicated in the Annex II+III Technical specifications + Technical offer:
“L-glutamine - 200mM in 0.85 % NaCl Solution, sterile, 100 ml / L-glutamin - 200mM u 0.85% otopini NaC, sterilno, 100 ml“
As indicated in Instructions to tenderers: “General laboratory supplies must comply fully with the technical specifications set out in the tender dossier (technical annex) and conform in all respects with the drawings, quantities, models, samples, measurements and other instructions“.

Question 4:
In a tender form for a supply contract it is stated that „One signed form must be supplied for each lot, together with the number of copies specified in the Instruction to Tenderers.” If a tenderer submits an offer for more than one lot, is it neccessary for every offer to be submited separtely (in it's own
envelope)? If so, which documents must be submited with every offer?
If it is possible to submit just one offer for all lots, please confirm the following content of tender:

Answer 4:
If a tenderer submits a tender for more than one lot, it is neccessary for each such tender to be submited separately - in its own envelope. All documents published on the website www.capri.com.hr must be completed and submitted for each lot.

Item 3.2. of the Instructions to tenderer states the following:
„When submitting its tender, the tenderer must state expressly that all the goods meet the requirements concerning origin and must state the countries of origin.“
Does a tenderer state the countries of origin in a Tenderer's declaration, item 2?
Answer 5:
The origin of the goods must be stated in the Tenderer's declaration, and can additionally be provided in a separate statement.

What kind of bottom U, V F, for ELISA plate, 96 well, high binding, PS, non sterile?
Answer 6: FLAT botoom (F) is needed.
